The cognitive scientists say it's two things. A kind of hypothetical fairness ("if I were rich, I wouldn't want the government to give my money to a bunch of freeloaders"); and deference to authority ("these smart, powerful people earned their place in society and they must know best"). The idea is that it goes to deeply embedded, almost unconscious, value preferences. Now, how to get the neocortex to the table?
